To Ensure the Quality of Higher Education Programs
The Council of Higher Education (YÖK) is responsible for the planning, organization, administration, and supervision of education, training, and other academic activities conducted within higher education institutions in Türkiye.
1. Oversight and Evaluation of Higher Education Institutions

Within the framework of the criteria determined by YÖK, annual “University Monitoring and Evaluation Reports” are published for each higher education institution.
These reports, which contain both quantitative and qualitative assessments of higher education institutions, are made publicly available by YÖK. -
Every year, YÖK also publishes the “Foundation Higher Education Institutions Report”, which includes academic, administrative, and financial data related to foundation (non-profit private) universities.
These reports, containing both quantitative and qualitative evaluations of foundation higher education institutions, are also shared with the public by YÖK.
2. Quality Assurance of Undergraduate Programs
The quality assurance of undergraduate programs in higher education is ensured in accordance with the “Procedures and Principles for Quality Assurance of Higher Education Diploma Programs.”
2.1. Design and Approval of Academic Programs

Minimum Standards:
YÖK determines the minimum standards and criteria required for the establishment of undergraduate departments and programs within higher education institutions. -
Curriculum and Learning Outcomes:
The curriculum of undergraduate programs and the intended learning outcomes to be acquired by students are determined by the senates of the respective higher education institutions, in line with the fundamental principles established by YÖK. -
National Core Education Programs:
The curricula of National Core Education Programs, once approved by the relevant Deans’ Council, are implemented by higher education institutions upon the approval of YÖK.
3. Assessment and Evaluation
The methods used to assess and evaluate the learning outcomes of each undergraduate program are conducted in accordance with the principles set by YÖK and are implemented through the Education, Training, and Examination Regulations prepared by each higher education institution.
4. Certification
Students enrolled in undergraduate programs are awarded a Bachelor’s Degree upon successful completion of all course credits and other academic requirements determined by their higher education institution.
5. Self-Evaluation and External Evaluation
Higher education institutions, within the scope of continuous monitoring, are required to submit their “Institutional Internal Evaluation Reports” for the previous year to the information system prepared by the Higher Education Quality Council (YÖKAK) at the beginning of each year.
YÖKAK publishes the “Institutional Feedback Report”, which contains the results of external evaluations of higher education institutions, and makes it publicly accessible.
In addition, accreditation decisions issued by accreditation agencies authorized or recognized by YÖKAK demonstrate that the qualifications and quality assurance standards of the respective programs have been met.
In compliance with YÖKAK regulations, regular review and revision activities are carried out to ensure that the required qualifications remain current and effective.
