He was born in 1974 in Horasan district of Erzurum.

He completed his primary and secondary education in Horasan and high school at Kadıköy Mehmet Beyazıt High School.

He graduated from Cyprus Near East University, Department of International Relations.

In 2000, he started his career as a candidate district governor in Gaziantep.

After serving as deputy district governor in Muğla – Kavaklıdere, İzmir – Kemalpaşa districts, internship abroad in England, master’s degree at AÜ Faculty of Political Sciences, he was appointed as Kırklareli – Kofçaz District Governor. He served as Şirvan District Governor in 2003 – 2005, Karaman Deputy Governor in 2005 – 2006 and Gürün District Governor in 2006 – 2009.

He was selected as the District Governor of the Year in 2009 by the Turkish Administrators Association and was awarded the Martyr District Governor Ersin Ateş Award. He served as the Governor of Sivas between 09.06.2016 and 05.11.2018, and as the Governor of Gaziantep between 06.11.2018 and 07.06.2023.

Appointed as the Governor of Istanbul by the Presidential Decree dated June 5, 2023 and numbered 2023/287, Governor Gül is married and has two children.

He speaks English.
