
Bilal Topçu was born in Üsküdar in 1981. After studying at Kartal Anatolian Imam-Hatip High School, he completed his undergraduate education at Sakarya University, Department of Economics. Thereafter, he completed his master’s degree at Istanbul Medeniyet University, Department of Public Administration, with the thesis titled “R&D Project Evaluation Process in Technoparks”. In the same period, he completed his second master’s degree at Istanbul Ticaret University, Department of Industrial Policies and Technology Management.
Bilal Topçu worked as the Regional Manager of a private company in the USA for 3 years. During this period, he served as the Regional Manager of Buffalo, NY, Washington, DC, Minneapolis, MN and Dallas, TX regions, respectively. Then, he worked as the Import and Wholesale Manager of the same company at the company headquarters in Hoston, TX. After returning to Türkiye, he worked as a Manager and Finance Manager in chain supermarkets and companies in the automotive sector. He served as a Counselor to the Minister of Family and Social Policies between 2016 and 2018. In addition to the experience he gained in Ankara, he also gained substantial international experience through the numerous meetings and visits he attended, ranging from the United Nations General Assemblies to Myanmar Refugee Camps. He served as the General Manager of Teknopark İstanbul Inc. between 2018 and 2023. He has been continuing his career as the General Manager of the Turkish Armed Forces Foundation since October 2023.
His political career started in 2009 as the Provincial Vice President of Istanbul Youth Branch. He was nominated as a parliamentary candidate from the Istanbul 1st electoral district in the 2011 General Elections. Between 2012 and 2015, he served as a member of the Istanbul Provincial Board of Directors and as the President of the 1st Electoral District Organization.
Bilal Topçu, who continues to be a member of the Board of Directors of the World Ethnosport Confederation and the Board of Trustees of Istanbul Ticaret University, is married and has 2 children.
