Istanbul Ticaret University organized ISALAJ2022, the second International Symposium on Administrative Law and Administrative Jurisdiction (ISALAJ), the first of which was held last year. More than 50 academicians and researchers from Turkey, Russia, Azerbaijan, Kazakhstan, Uzbekistan and Bosnia and Herzegovina participated in the symposium and presented papers.
Istanbul Ticaret University Rector Prof. Dr. Yücel Oğurlu made an opening speech at the symposium, which lasted for three days. Prof. Dr. Oğurlu said that they dedicated this year’s symposium to the late Prof. Dr. İl Han Özay, one of the doyens of the discipline of administrative law, and wished God’s mercy on him.
Prof. Dr. Oğurlu noted that they received many very important feedbacks after the first symposium held last year and that the positive feedbacks they received motivated them to start the preparations for the second symposium immediately. Prof. Dr. Oğurlu stated that he believes that the ISALAJ symposiums will continue in the coming years and lead the way and guide other studies in the field of Administrative Law.
“HARD WORK and SUCCESSFUL PREPARATIONS”
Prof. Dr. Aydın Gülan, who is the Director of Istanbul University Faculty of Law Professor-In-Ordinary Prof. Dr. Sıddık Sami Onar Administrative Law Research and Application Center, thanked the symposium organizing committee in his speech and said, “A very difficult job was handled very smoothly in a hassle-free manner thanks to the successful preliminary preparations and qualified and devoted organizers.”
Prof. Dr. Gülan has said:
“It was important and valuable that so many people from different universities, cities and countries dealing with science including academicians, lawyers, judges, doctoral students have come together on the occasion of this symposium. Different dimensions of the administrative law and administrative jurisdiction were discussed in an efficient manner. The sessions were organized such that they scientifically complemented each other. A difficult job was handled very smoothly in a hassle-free manner thanks to the successful preliminary preparations and qualified and devoted organizers.
The fact that limited time was given to the speakers at the sessions and that presentations were kept short by focusing on important points was beneficial in terms of bringing forth a lot of papers. It was an important experience that the results of the papers, which were obtained step by step in detail, had to be presented in a short time in an understandable way by focusing on major aspects of the research. As a matter of fact, in the associate professorship exam in the past, the jury would also check whether the lecturer would complete his/her lecture on time.”
In the symposium sessions organized under the theme of “Environment, Climate Changes and Ecology” this year, more than 50 papers were presented on topics such as Right to Environment and Environmental Issues, Responsibility of the Administration to the Environment, Global Overview of Environmental Issues, Supervision of Environmental Issues and Energy, Supervision of Disputes Based on Climate Change, Climate Change and Administrative Law, Environmental Law and Judicial Supervision of Environmental Disputes, and Areas of Reform in Public Law.
The symposium has been hosted by Istanbul Ticaret University and was held in cooperation with Istanbul University Faculty of Law Professor-In-Ordinary Prof. Dr. Sıddık Sami Onar Administrative Law Research and Application Center, Bukhara State University, Baku State University, L.N. Gumilyov Eurasian National University, Al-Farabi Kazakh National University, Kh. Dosmukhamedov Atyrau State University, International Vision University, Uzbek-Finnish Pedagogical Institute of Samarkand State University, International University of Sarajevo (IUS), UBT Higher Education Institution in Kosovo and Tashkent Institute of Finance. I would like to thank all the institutions that supported the event.
THE PLANNING OF THE NEXT SYMPOSIUM HAS BEGUN
Rector Prof. Dr. Yücel Oğurlu, who took the floor again after the completion of the sessions, has stated that they had to organize the symposium also online this year since the effects of the pandemic continue to be felt. Prof. Dr. Oğurlu has said, “temporal and spatial differences disappear in online events and people from all over the world can come together virtually. On the other hand, events that are held face-to-face enable exchanging ideas and making new friendships through meeting in person. For this reason, we are planning to hold ISALAJ2023 next year face-to-face.”
The International Symposium on Administrative Law and Administrative Jurisdiction (ISALAJ2023) will be held next year under the theme of Zoning Law from the perspective of the Protection of Cultural and Historical Assets. The preliminary preparations of the symposium will begin shortly and the developments of relevance will be announced from the university’s website.
